Mexico City Government Rules out Rent Freeze

The constitutional reform initiative on fair rents for Mexico City does not foresee freezing rents, Clara Brugada, head of local government, assured.
In a press conference, Clara Brugada announced that this Wednesday she will present her proposed changes to the capital’s Magna Carta regarding fair rents, which will provide the basis for the subsequent secondary law.
The Fair and Affordable Rents Act is a proposal that the head of government put forward last year with the aim of putting a cap on the annual increase in rents.
Brugada will present her initiative, despite the fact that the Supreme Court of Justice validated in February 2026 the reform to the Civil Code of the Federal District so that the increase in rents is not greater than the inflation reported the previous year, a measure that was well received by real estate developers.
Clara Brugada announced on April 7th her intention to present the initiative to the Mexico City Congress. That day she said, “We are finally going to deliver” the Fair Rents Law initiative to the Mexico City Congress next week, but she didn’t; now she says it will be on Wednesday, April 22nd.
The initiative also aims to establish rules for residential rentals and prevent gentrification.
