Calderón-Peña-era IMSS & PEMEX Official Arrested in US

Carlos Treviño Medina, the last director of Petróleos Mexicanos (Pemex) under Enrique Peña Nieto, was arrested yesterday in the United States and will be deported to Mexico to face trial for acts of corruption, President Claudia Sheinbaum Pardo reported this Thursday at her morning press conference.

“Now, yesterday, a former Pemex director was arrested, who was part of the existing alerts, and it’s good, they’re going to deport him and he’ll be tried here in Mexico for corruption,” the President explained.

When asked about the arrest of the former director of the oil company, the head of the Executive branch clarified that it is an extradition request that has been pending for approximately five years.

“He has finally been found and will be deported in the coming days, and his trial must take place in Mexico,” said President Sheinbaum, who confirmed that the allegations against him are related to bribery, including complaints filed by Emilio Lozoya, also a former director of Pemex.

The federal president noted that while other possible crimes have been mentioned, the precise details of the full charges are the responsibility of the Attorney General’s Office (FGR), so they have yet to be confirmed. Regarding the city where the arrest took place, the President asked to wait for the exact information confirmed by the Cabinet.

Who is Carlos Treviño Medina?

Carlos Treviño Medina, accused of corruption by Emilio Lozoya, another Pemex director accused of corruption, has been a typical PRI-PAN official. He rose to prominence under Felipe Calderón (PAN) and held high-ranking positions under Enrique Peña Nieto (PRI) until the end of his administration.

Treviño Medina served as CEO of Petróleos Mexicanos from November 2017 to November 2018. Prior to that, he served as Corporate Director of Administration at Pemex from February 2016 to December 2017, and as Chief Financial Officer at Pemex from February 2010 to January 2012.

He also served as Finance Director of the Mexican Social Security Institute (IMSS) from February 2014 to January 2016, and was General Director of the National Finance Corporation for Agricultural, Rural, Forestry, and Fisheries Development (FNDARFP) before joining the IMSS.

His career in federal public administration began at the Ministry of Finance and Public Credit (SHCP) as Director General of Programming and Budgeting from December 2006 to January 2010. During the administration of Vicente Fox Quesada, he served as Director General of the Office of the President for Government Innovation and later as Chief Officer of the Ministry of Energy and the Ministry of Economy.

During Felipe Calderón Hinojosa’s six-year term, he served as general director of the SHCP (Ministry of Finance and Public Credit) under Agustín Carstens Carstens, Secretary of Finance and Public Credit, until 2010, before moving to Pemex as corporate director of finance and completing his six-year term as undersecretary of the SHCP.

Under Peña Nieto, he began as general director of Financiera Rural, then became director of Finance at the Mexican Social Security Institute (IMSS), and subsequently held key positions at Pemex until becoming the oil company’s general manager.
