Campeche Properties Linked to PRI President to be Expropriated for University

Campeche. The Governor of Campeche, Layda Sansores San Román, announced the expropriation of four privately owned properties located in the Miramar subdivision, totaling eight hectares, for the construction of the Rosario Castellanos University. One of the properties belongs to Yolanda Cárdenas Montero, mother of Alejandro Moreno Cárdenas, and two others belong to Juan José Salazar, a construction entrepreneur closely linked to the PRI national leader.
The Government Secretariat issued a legal technical opinion dated September 26, 2025, concluding that the “public utility” requirement for the construction of the Rosario Castellanos National University’s Health University is fully justified.
Interested parties will have a period of five business days from the notification or the second publication of the Declaration in the Official State Gazette to state to the Government Secretariat what is appropriate for their rights and interests and to present the evidence they deem relevant.

The Expropriation Law of the state of Campeche was reformed just last September 3rd, despite opposition from representatives from the Citizen Movement and the PRI, who considered the measure arbitrary, as it leaves citizens defenseless by granting them only five days to present their arguments, extending the deadline for the corresponding compensation by 10 years, and leaving the valuation of the property in the hands of the government.
Although the state government denied that this reform to the law would be used to the detriment of citizens, its first application targets a private subdivision, the Miramar, located on Resurgimiento Avenue.
The land to be expropriated belongs to Yolanda Mercedes Cárdenas Montero, mother of Senator Alejandro Moreno Cárdenas, and two properties belong to Juan José Salazar Ferrer, who, according to Governor Layda Sansores, is considered a front man for the PRI’s national leader.
A fourth property belongs to Gabriela Castilla Azar and Rafael Arturo Castilla Azar, the latter currently the General Coordinator of Governor Layda Sansores’ Office.
