Profeco Strengthens Price Monitoring During the Flood Emergency

The Federal Consumer Protection Agency (Profeco) is maintaining its presence in 26 municipalities affected by heavy rains and flooding, as part of a special operation launched on October 16. Eight inspection teams have been deployed, 240 commercial establishments visited, and 700 price tags placed to ensure that essential goods remain fairly priced during the emergency.

Women’s Well-Being Pension/Stipend

Almost 1.35 million bank cards have been delivered—more than half of the total planned between October 10 and November 10. President Claudia Sheinbaum emphasized that the program is an act of social justice and reiterated her commitment to achieving universal coverage in the coming months.

Flood Emergency Response

The Ministry of Social Well-Being reported that 103,245 households have been surveyed for the disaster relief census across five states:

• Hidalgo: 22,325
• Querétaro: 2,864
• Puebla: 11,978
• San Luis Potosí: 9,985
• Veracruz: 56,093

Of these, 70,256 families have already received the first payment of 20,000 pesos (US$1,087) to begin rebuilding their homes.

The Ministry of Infrastructure, Communications, and Transportation reported that access has been restored to 220 of 288 communities that had been cut off due to the flooding and that 100% of localities now have electricity.

In the education sector, 1,277 of the 1,475 affected schools have been cleaned and rehabilitated—87% of the total.

In addition, 413,965 food packages have been distributed, 463,682 vaccines administered, and 53,394 public servants deployed to assist in recovery efforts.

Significant progress has also been made on repairing roads and highways:

• In Hidalgo, access has been restored in 127 of the 184 main communities.
• In Puebla, access has been restored in all 32 affected communities.
• In Veracruz, in 40 of 51 communities road access has been restored.

Government Refutes Grupo Salinas’s Claims on Tax Debts

The Mexican government clarified that no prior agreement exists with Grupo Salinas regarding its longstanding tax debts, which date back more than 17 years and three presidential administrations:

  1. No agreement or document was ever signed; former President Andrés Manuel López Obrador had issued instructions that no tax forgiveness be granted—only legally permitted deductions.
  2. The 700 million peso (US$38.06 million) payment mentioned by the company pertains to a separate legal case, unrelated to the current one.
  3. It is not true that the Tax Administration Service (SAT) or the Supreme Court (SCJN) withheld or failed to process any files related to supposed agreements, since none ever existed.

The government reiterated that no tax forgiveness will be granted and indicated that if Group really wanted to pay, it would have done so years ago.

Relations with the United States

President Sheinbaum spoke with Donald Trump about progress in removing 54 non-tariff barriers affecting Mexican exports. They agreed to maintain communication before November 1, when the deadline to resolve the issue expires. The President clarified that the conversation was strictly commercial, held in a spirit of cooperation and mutual understanding.

Response to Zedillo: “There Has Never Been So Much Freedom of Expression”

Sheinbaum rejected former President Ernesto Zedillo’s accusation that the Fourth Transformation (4T) is “destroying democracy.” She said that Mexico is experiencing an unprecedented era of freedom and recalled the electoral frauds and economic crises of previous administrations, such as in 1988, 2006, and 2012.

She noted that some former presidents are attempting to return to politics, but warned that the people do not forget the devaluations, the Fobaproa bank bailout, and the corruption of the past.
