Public Revenue and 2026 Budget
President Claudia Sheinbaum reported that the 2026 budget is expected to increase by 500 billion pesos (US$27.28 billion) without raising taxes.
Customs have collected nearly 200 billion pesos (US$10.91 billion) thanks to strengthened control and transparency in foreign trade.
In 2025, revenue will reach almost 6 trillion pesos (US$330 billion), with a 2026 target of 6.5 trillion pesos (US$350 billion), driven by real growth in tax revenue.
Funds will be allocated to Well-being programs, infrastructure, education, healthcare, and housing — pillars of development with social justice.
Fiscal Policy and Budget Principles
The Mexican government reaffirmed that there will be no increase in VAT or income tax (ISR), with the growth in revenue coming from combating tax evasion, corruption, and smuggling, under the humanist principles guiding Fourth Transformation’s (4T) economic policy.
Federal Government to Launch Unified Database to Monitor Fuels
Sheinbaum announced that nine government divisions, including the ministries of Energy and Finance, PEMEX, and Customs, are working on a real-time database to supervise gasoline imports and sales. It is expected to be ready by late October.
The system will track fuel from production to final destination and detect smuggling. Private companies must use QR codes on their transportation to report origin and destination.
Sugar-Sweetened Beverage Tax Will Be Maintained to Address Chronic Diseases
The President denied that the increase in the IEPS excise tax on sweetened beverages will result in an informal market and reiterated that excessive sugar consumption harms health.
The resources obtained from the tax will fund programs against diabetes and hypertension. The measure is supported by public opinion, according to an Enkoll survey.
Amparo Law: Guarantees Congress Autonomy and Citizen Rights
Sheinbaum emphasized that the inclusion of the transitional article in the Amparo Law reflects the Senate’s autonomy and there is no conflict with the executive branch.
She clarified that the purpose of the law’s is to streamline judicial processes, with the right to protective injunctions and provisional suspension remaining intact. The Chamber of Deputies will finalize the wording to guarantee the law’s legal certainty.
Morning Press Conferences Guarantee Plurality and Transparency in Communication
Sheinbaum reaffirmed that during the morning presidential press conferences all journalists, including local and alternative media, have the right to speak and plurality is encouraged in the questions journalists formulate.
She emphasized that her administration will make government advertising transparent and that such communication expenditures “are nothing compared to the billions of pesos allocated during Peña Nieto’s government.”
