Sheinbaum Signs Decree to Make Government Information More Transparent and Accessible

Mexico City. President Claudia Sheinbaum this morning signed a decree to make government information more transparent and accessible for public consultation, and to specify that the classification of documents related to national security or matters under litigation will no longer be left to the discretion of officials. She also reported that at the start of the congressional session she will send an initiative to reform the Transparency Law, so that the decree’s provisions are incorporated into the legislation on the matter.
“Under the current law it is established that officials can determine what is made public or not, depending on national security issues or matters that are in a judicial or administrative proceeding. It is no longer up to the judgment of an official, of the secretary, of the area director of Petróleos Mexicanos or of the Federal Electricity Commission,” she said at her morning press conference.
The Anti-Corruption Secretary, Raquel Buenrostro, explained that the decree has to do with strengthening the principle of maximum disclosure and publishing government information “beyond the legal obligations.”
She noted that the decree, which will be published today in the Diario Oficial de la Federación, is oriented around four areas: public procurement; Pemex and CFE subsidiaries; audits and inspections; and an invitation to states, municipalities and other branches of government to join the maximum disclosure policy.
She detailed that contracts, including those of Pemex and CFE, will be published every month, and no longer quarterly, and added that a simplification of the 173 information classifications is planned, to reduce them only to those related to national security and matters under litigation. In these last two cases, public versions will be published, she specified.
