Against Chihuahua Governor Campos, Now. No Excuses or Delays.
This column by Carlos Fernández-Vega originally appeared in the May 15, 2026 edition of La Jornada, Mexico’s premier left wing daily newspaper. The views expressed in this article are the authors’ own and do not necessarily reflect those of Mexico Solidarity Media or the Mexico Solidarity Project.
On one hand, “Governor” Maru Campos is carrying out an industrial purge in her attempt to evade responsibility in the case of the illegal operation of CIA agents in the state (originally, she ousted the state attorney general and now went after the head of Strategic Operations and Anti-Kidnapping in Chihuahua, Guillermo Arturo Zuany Portillo) and –through the inaction of the local Congress, the dissemination of more than mediocre videos and a heavy advertising budget for the media– she washes her hands in the belief, false of course, that in this way she will put an end to the “mess”.
On the other hand, Morena believes that with marches, demonstrations, and/or party rallies, it will achieve its goal of initiating the legislative-judicial procedure to remove the “governor’s” immunity, according to the call made by the party’s new leader, Ariadna Montiel, who is calling on the membership to carry out a “social mobilization” tomorrow in Chihuahua to demand impeachment proceedings against the PAN-affiliated American for what has been documented against her, namely, the illegal operation of CIA agents in the aforementioned state, with her approval, who brazenly assures that she will respect said mobilization, because “there are guarantees of legality, free expression, and the right to protest is permitted.”
Well, neither will work, because the “matter” of the “governor” of Chihuahua (who seems unfazed by anything, even though she’s deeply involved) won’t be resolved through the inaction of the state legislature, videos with minimal content, and massive advertising campaigns in the media, much less with marches, demonstrations, rallies, or whatever you want to call them. It will only be resolved through the legal procedure clearly established in Article 110 of the Constitution: “The heads of the executive branches of the federative entities (…) may only be subject to impeachment for serious violations of the Constitution and the federal laws derived from it” (such as the National Security Law), that is, those flagrantly violated by Maru Campos. And for this to happen, the Attorney General’s Office (FGR) must intervene, and Congress (both representatives and senators) must remove her immunity and proceed with legal action.
It’s that simple, although there’s always a catch: underhanded political negotiations, shady deals , artificial delays, and so on, making the administration of justice especially slow, if it ever actually happens. For example, how long has it been since the announcement of impeachment proceedings against Alejandro ” Alito ” Moreno (who, by the way, supports Maru Campos), Cuauhtémoc Blanco, and other “gems” of national politics? All that time, and they’re still in their positions, with immunity, and completely unconcerned. And across town, in the recent case of Rubén Rocha—who doesn’t have immunity—proceedings could begin with nothing more than evidence, but they’re not getting started. Of course, political parties never hold back when it comes to shouting, grandstanding, “accusations,” and insults in Congress, always on a rhetorical and propagandistic level, because the accused enjoy complete impunity.
And amid the back-and-forth, President Sheinbaum drew a line in the sand: the Attorney General’s Office (FGR) will be “the body that determines, based on its ongoing investigations, who was responsible for violating the National Security Law and the Constitution by allowing the intervention of agents from the U.S. Central Intelligence Agency (CIA) in the operation to dismantle a drug lab in the Tarahumara mountains.” She also distanced herself from the call made by Morena party leader Ariadna Montiel for a demonstration this Saturday in the northern state of Chihuahua to demand the impeachment of the governor, María Eugenia Campos, a member of the National Action Party (PAN). “It’s Morena’s decision; we don’t interfere in that. It’s a call from the political party; Morena has the autonomy to carry out its activities” (La Jornada, Alma E. Muñoz and Arturo Sánchez).
So, no more excuses or backroom deals to take action against the American woman: it won’t be through rallies, demonstrations, or public gatherings, nor through Maru Campos’s remarkable ability to feign ignorance. No more delays: we must act now. Justice cannot be contingent on underhanded “agreements,” especially in a case of constitutional violation.
